What is animal abuse?

Animal abuse refers to acts that cause unnecessary or avoidable physical pain,
suffering, or stress to animals without justifiable reason, or acts of neglect, including failing
to take appropriate measures when an animal is injured or ill.

Animal abuse is a serious violation
of the Animal Protection Act
and may result in severe penalties.

* Penalties may include up to 3 years of imprisonment
or a fine of up to 30 million KRW.

secure evidence and report it to 112.

* Photos and videos you collect may be used as legal evidence.

What is animal rescue?

Animal rescue is the process of identifying animals in need of help,
saving their lives, and guiding them to a safe and secure environment.

When Animal Rescue Is Needed

  • Rescue is required when an animal is injured or trapped on a roadway or in a confined or hazardous location.

  • Rescue is necessary if an animal shows abnormal behavior such as injury, lethargy, convulsions, or difficulty breathing.

  • Immediate rescue is required if an animal appears severely emaciated or malnourished.

  • Abandoned or lost animals require rescue and protection.

  • If an animal is suffering or under severe stress due to abuse, immediate rescue is necessary.

When Animal Rescue May Not Be Needed

  • Animals showing minor injuries or illnesses that may heal naturally should be observed and rescued only if necessary.

  • If an animal is living outdoors, the decision to rescue should be made based on the specific situation.

  • If an animal appears clean, well-fed, and has been in the same location for less than 12 hours, it may be a community animal and should not be rescued immediately.

  • Animals frequently seen in the same area or regularly observed on the street may not require rescue.

  • Wild animals or animals living naturally in protected or natural habitats may not need rescue.

When abandoned or lost animals are discovered, they may be reported to the local government authority or an animal protection center. (Animal Protection Act, Article 39, Paragraph 1)
